HEIC, HEIF, and why the file will not open
HEIF (High Efficiency Image File format) is the container; HEIC is the variant that compresses the picture with the HEVC video codec — the naming mess alone explains some of the confusion. Apple adopted it as the iPhone default in 2017 because it stores the same photo in roughly half of JPG’s bytes, and Apple devices decode it in hardware.
The rest of the computing world never fully followed. HEVC decoding involves patent licensing, so Windows historically shipped without it (offering a paid codec extension instead), many websites and portals never added support, and plenty of tools that claim to open "images" mean JPG and PNG. JPG is the default here for a reason: it opens on everything with a screen, and application portals overwhelmingly expect it — the dedicated HEIC to JPG page exists because it is the conversion people need most. Why do some HEIC files fail to convert?

Can I stop my iPhone from saving HEIC in the first place?
